- First identify where the failure occurs: one item missing from the sale selector, an account restriction message, or a listing on hold. Those point to different checks.
- Read the item status and Steam’s exact message before changing account settings. Adding a Mobile Authenticator does not instantly clear existing restrictions.
Match the symptom to the right check

Steam says the reason is typically shown when you try the restricted action. Copy that message exactly. “Cannot trade” is too broad to tell whether you should investigate the item, account access or a pending listing.
Check the item’s own status
The Steam sale selector only shows eligible items. If an item has a marketable or tradable date in its inventory description, use that date rather than guessing a universal cooldown. Steam Support cannot turn an ineligible item into a marketable one.
Check what happened to the item before the error. In an October 6 Lord of the Cinder Rein thread, a reply says the unused Rein can be sold but using it prevents selling that item afterward. In another October 6 thread, a player asking about socketing a Divine weapon was told it would no longer be sellable after modification. Keep those examples in mind, but read your own item’s status; they do not establish a rule for every upgrade or socket operation.
Do not rely on launch-day claims that the market only accepts Reins and a narrow set of equipment. Patch 1.0.1 explicitly added tradable Grand runes, Gold Bars and Consecration Stones. Check the actual item status instead of assuming every item of a color behaves alike.
Read the restriction before changing anything

Match the message you see to the relevant condition rather than trying every account change. These are Steam access rules, not character progression requirements, and Steam says Support cannot modify them. If the message names another cause, follow that cause instead of choosing the closest row in this table.
A hold is different from a blocked account
A market hold happens after creating a sale listing and before the item becomes available on the Market. Steam says that if a Mobile Authenticator has not protected the account for at least the last 7 days, outgoing items can be held for up to 15 days. Enabling the authenticator now does not instantly remove existing restrictions.
Check whether the listing is waiting on a hold before trying to submit it again. Keep the displayed end date or status message, if one is shown. Changing security settings is not a reliable way to shorten the wait.
If the cause is still unclear
Record the exact item name, the visible eligibility text, whether it has been used or modified, and the full error message. For a game-side error, also note the character mode and game version. That makes the report specific without guessing which of those details caused the problem.

Read the exact restriction message at the attempted action. Use the specific item inventory date for a timed restriction. Steam requires 15 days of Steam Guard for access. The account needs a qualifying purchase in that time window. Retail key activation is not a qualifying purchase. A new device can have a 7-day restriction. The FAQ provides an established Mobile Authenticator exception. Reset normally has a 5-day restriction and an inactivity exception. Long inactivity makes the reset restriction 30 days. Adding authentication does not clear existing restrictions instantly. Support cannot override the listed account restrictions.
